Implementing snow cover information from DWD

Using the implemented interface to German Weather Service Date to interpolate daily snow depth from the stations Suggestion is to implement a function to call the interface and provide an addtional column "snow_depth" to each data record. In config file there could be a flag "download_snow_depth" which could be set True or False. I suggest to implement as soon as !3 (merged) is resolved
