Check for current rainfall during roving

If I remember correctly, rainfall during roving influence the CRNS measurement. We could use radolan hourly data product to estimate whether there was actual rainfall during the location and time the rover was at a certain position and flag the data record accordingly. I suggest to implement as soon as !3 (merged) is resolved
