Retrieve Soil Properties from soilgrids

Current Behaviour

Currently, numeric values provided in the cfg file are valid for each record in the file. This is ignoring changes in soil during the drives of the CRR

Requested Behaviour

Enable the option to retrieve soil properties automatically using the SoilGrids Data base via API access
