[Bug] UniformGrid and axes_increase

When creating a UniformGrid with some decreasing axes, we get one with only increasing axes.

Looks like axes are created ascending, passed to RectilinearGrid, and this says "increasing".

This means, we can't actually construct a UniformGrid with decreasing axes.

Also, it is quite confusing that the direction of data_axis vs. axes can be different.

Is the data intended to be alwasy in increasing axes? But this makes no sense for ESRI grids.
