Replace mo_sort with mo_orderpack in mo_drought_evaluation

Is it possible to replace all occurrences of mo_sort in mo_drought_evaluation with mo_orderpack? Or is there a special reason to depend on the NR routines?

This would be the only needed fix to remove the NR dependency.
