lib: Add mo_os to `lib` and include `path_join` in `mo_read_spatial_data` and `mo_read_timeseries` for better error handling while file opening.

also changed makefile to matching standard

also added juwels load scripts

in specificSetup one can add the path to the netcdf library

the find_package CONFIG section in the FindNetCDFF module does not work
so far, but will be needed on MacOS

- the workaround to add rpath of zlib, hdf5lib, etc is still quite dirty
- added more comments
- cmake for building without module dependencies is now called with
        cmake ../CMakeCacheFiles/eve ..

this uses the nf-config which is a program that provides compiler
flags and include libraries for netCDF-Fortran
