Pre-Proc: incorporate tools for creating global setups

During the ulysses project a lot of scripts were created that can be used to create global mhm and mrm setups. We want to make these scripts reusable. Therefore scripts from the repository https://git.ufz.de/ulysses/pre_proc/-/tree/develop?ref_type=heads will be transfered to this repository.
