rename and reorganize global parameters

Merged Robert Schweppe requested to merge ottor/mhm:param_overhaul into v6_develop
  • removed process dependent grouping of parameters in mhm_parameter.nml in favor of having only two groups mhm_parameters (will be passed on to MPR) and mRM_parameters, will still be MPRed in the mHM code
  • the upside is the removal of many duplicates in the namelists
