Usage of a CSV input file for segment parameters

Right now the segment parameters are read in with a JSON-file like all other parameters. Due to their dimension, it would make sense to separately read them in with a CSV.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
