Feature: static writer and always use end of time frame as reference time

time_stamp_location into main

reader:

  • always use end of time frame as reference time
  • use bounds if present to determine end of time frame
  • add time_location feature to specify what the relative location of present time stamps are in their respective time frame (only works for uniform time axis)

writer:

  • add missing NetCdfStaticWriter
