Static inputs

Add a property is_static to inputs.

• Static inputs can't be pulled repeatedly
• Static inputs cache data to avoid calculations on repeated pull
• Static inputs can't be connected to dynamic outputs
• Static inputs strip the time coordinate
• Dynamic inputs replace NaT by the pull time
