Output: add 'has_targets' property

First step to solve #16 (closed) This MR adds a has_targets property to the Output class, so models can decide if they need to update a certain output.

I also added coverage checks for new features in GitLab merge requests. So we can see, if new stuff is also tested directly in the diff section.
