added standard fortran compilers on Atos HPC

We increasingly write Fortran tools that are deployed on Atos HPC, so I added the standard toolchains. Tested 2023-02-01.

Looks good to me. Only thing is, that there are missing new lines at the end of all the files. Other than that we are good to get this merged.
