Compat with large scale runs

Successfully implemented mo_poly algorithm and did some refactoring of netcdf-based procedures. Further improved Fortran code and python pre-processor (pre_proc/convert_shp_to_SCRIP_nc.py) according to standards of SCRIP format as used in ESMF. I removed all references to the previously implemented SCRIP library in the code.
