- merged develop in reactivated branch hotfix_polygon_resize

  • for case of polygon based upscaling, removed a bug the lead to errors
  • reordered coordinate type identification when reading from file so that SCRIP format is identified also in case when grid_size is Coordinate and not only Dimension
  • removed a bug in Python script that converts netcdf files with SCRIP format to ESRI shapefile
