- Fixes some bugs in previous versions:
  - '.not.' operator in  transfer functions was not supported
  - python script to add transfer functions to code broke if there were less TFs in namelist than DataArrays
- Added additional features to plot the dependency graph of a namelist

* MPR is now more mature:
  * handling of descending coordinate variables is supported
  * handling of polygon-based data arrays using the SCRIP format is supported
  * handling of arrays with sizes > huge(i4) is supported
  * added unit tests for Fortran and Python source
  * further bug fixes for CMake builds
  * some important bugfixes (e.g. in weight calculation, preprocessor scripts)

MPR compiles with NAG 6.2 (since build 6214), gfortran > 6.0 and intel18.

The first milestone is finished.
Compilation and execution is tested under NAG 6.2 (build 6214) and gfortran 8.1
