Major rework of the entire pipeline

Pre merge TODOs:

  • remove lib.devices.Device.getL1DataOld
  • remove lib.tools.do_cache_meteo
  • remove all unused/obsolete programs
  • remove all unused/obsolete methods and functions
  • remove all unused/obsolete column from the configuration files
  • run black
  • some test (integration test, based on snakemake ?)
