feature to read all attributes of a given netcdf type

In order to tackle MPR#75 (closed), I need to get all attributes of the NcAttributable type. I would add a function to that type that returns the names of all attributes that are not empty while iterating over attnum and calling NF90_INQ_ATTNAME
