Add SubRepos: Cmake and HPC-module-loads

This Merge-Request adds two subrepos:

• cmake: https://git.ufz.de/chs/cmake-fortran-scripts
• hpc-module-loads: https://git.ufz.de/chs/HPC-Fortran-module-loads

In order to have these scripts in one place for easier maintenance.
