Update Docs and CI

• update cmake modules to v2.2 (source)
• update load scripts to v2.2 (source)
• compile pdf documentation with tectonic (faster)
• update docs
  • use doxygen v1.11
  • update doxygen-awesome to v2.3.4
  • better fpp pre-proc for docs
  • set HTML_COPY_CLIPBOARD = NO in doxygen.config to work with doxygen-awesome plugin
• use find_package_wrapper to find NetCDF with local cmake find module
• update type bound procedure docs in mo_datetime and mo_cli
