add optional precipitation module to use rainfall data if available

The idea is to provide an optional precipitation module that can be used if rainfall data is available. I downloaded hourly precipitation data from the DWD for the years 1995 - 2020. With this we can test whether such a rain module can improve the quality of the model output.
