add script to conduct global rmse optimisation of sensitivity analyses outputs

Applied to the output of our last sensitivity analysis, the script delivered plausible values very quickly.

  • Initial Ticks: {2009: 350, 2010: 200, 2011: 260, 2012: 210, 2013: 370, 2014: 260, 2015: 430, 2016: 450, 2017: 260}
  • Activation rate: 0.019
  • Sum of min RMSE: 125.97158880128036

Of course, I need to verify this a bit further with other sensitivity analyses.
