-storing temperature sum and vegetation day in Cell
-Environment.getVegetationDay handels calculation of both
-run ID and output path are stored in Environment
-MeasureHandler.isDue handles output of dynamic schedule
-CSVHandler and InfluenceDisturbances assures that MeasureHandler is reused

scheme M99 (intensive mowing) now has 5 events scheduled

Measures allow flagging schedule to follow start of vegetation period
Environment handles processing temperature sum calcs
main includes arg to enable dynamic mowing schedules

Merging into main to extend by dispersal process and bilinear interpolation
