Draft: create mhm restart file
requested to merge create_mhm_restart_file into 7-pre-proc-incorporate-tools-for-creating-global-setups
Add the functionality to create an mHM restart file for global as well as for local setups. The python script is based on 01_split_static_file_domain.py and 02_combine_mHM_domains.py. It is incorperated in an ecflow suite.
