Average opti over cells

Maren Kaluza requested to merge kaluza/mhm:average_opti_over_cells into develop

Switched to cell wise kge of et and tws in opti_function 33, avereaged over all summands in the end. Also now twsa is created from simulated tws, since we compare the data with twsa data. For the same reason to reduce confusion the variable L1_twsObs was renamed L1_twsaObs, since the input data consists of the anomaly.
