Python bindings

This MR adds mhm python bindings to the repository. These python bindings also serve as a wheel distribution of mHM to be able to install mHM via pip.

In addition there were some minor updates to the documentation:

  • mo_check has correct doc-strings now
  • all nml files are now documented and listed under files
