Integrate FORCES, Cmake modules, HPC Load scripts and prepare MPR

This merge request will replace the lib folder with FORCES (https://git.ufz.de/chs/forces/) included via CMake's FetchContent. The use of the new MPR is prepared to work the same way.

In addition, the following sub-repos are added and replace the respective folders:

• cmake: https://git.ufz.de/chs/cmake-fortran-scripts
• hpc-module-loads: https://git.ufz.de/chs/HPC-Fortran-module-loads

FORCES will be used instead of the lib folder, that is removed.
