added statistical functions module and implemented nan-controlling wrappers for pandas built in basic moment functions

added functions to lib.tools, that distinct between series and dataframe when accessing the variables name

reordered functions, splitted up the functions into basic and value specific defaulted ones (for soilmoisture)
