Define Policies

The idea is to have a policy workshop with @luenensc, @palmb and @schaefed. During this workshop we need to finally discuss and formalize certain internal and external policies and prepare a document describing those. Currently the following policies lead to repeated discussions:

• Internal
  • What level of stupidity should our test function have. Is is it okay that within function bodies of normal tests _isflagged is used
  • ...
• External
  • Is it okay that standard test functions write flags to positions, where flag did already exist
  • ...

In case that can't agree upon certain policies we should involve other people, @schmidle and @schueler come to mind. To finish up the process, we should also get feedback for potential or actual users.

Closing, as we started a policies document in Wiki and there is currently not much momentum behind this.
