WIP: New unified flagger

This is somehow quite a big wrapper for DictOfSeries. Maybe a bit too much ? See #132 (closed), where i describe a better and easier approach. Nevertheless the new flagger implemented here, should work as expected.

Also some mapper are implemented, that can translate eg. DMP-flags to unified-flags (floatish ints) and backwards. The mapper are so far not integrated in the core.
