environment docs added - modified env func selection

No severe changes:

• removed some of the exotic ENVIRONMENT functions
• added the common zscore to the environment
• add :# comments to the saqc constants - those are needed so that the constants get documented and can be linked in the documentation
• added usual # comments to environment dictionary entries - those are needed to parse and autogenerate a documentation of the environment variables from the dictionary
