Draft: Update dependency versions to work with Py3.10

As mentioned in #319 (closed) SaQC can currently not be installed under Python 3.10. I updated the relevant dependency versions. All tests run nicely, also for the older Python versions. The black test fails, but this seems to be a common problem at the moment. I have no idea about your dependency versioning policy, thus this is a first draft. I'd be happy about any feedback.
