PyPI release prepaaration

Prepared a setup.py, which is necessary to upload to PyPI. Maybe you want to make few changes to the package's metadata @palmb.

I tested the package successfully on the PyPI test-server, the still missing steps are outlined here: https://packaging.python.org/tutorials/packaging-projects/
