update version and version_date

updated mo_edk: removed edk_true variable and moved assignment of old Neighborhood mask to the location where weights are calculated.

fixed artefact generation: as edk is not executed in every timestep (e.g. when all stations have zero values), there is the case that condition of equal neighboorhod between two time steps was met, but the previous weights came from a earlier timestep, when the neighborhood was differentexit
