Draft: Add region and catchment masking
requested to merge add_region_and_catchment_masking into 7-pre-proc-incorporate-tools-for-creating-global-setups
Goal of this merge request is to create a mask file from catchment delineation and to use it to create an mrm and mhm restart file only for this region, adding some of the functionality outlined in this management issue and detailed in this merge request of the corresponding ecflow suite. The suite realization is found in this merge request.
Needs to be kept up to date with changes in the create mhm restart file branch.
